The bystander effect is a social psychological phenomenon that happens when people fail to offer help in an emergency situation when there are others around. And the more bystanders that are around, the less likely that someone will help.
This phenomenon has been around for a very long time but became popularized in the 1960s when psychologists took to it after the Kitty Genovese tragedy. And although it has been disproved that neighbors chose to do nothing and bystander apathy was exaggerated, the term became popularized nonetheless.
Overcoming Bystander Effect
Though it holds negative implications, there have been many occasions that an average person has become a hero for taking action in a time of crisis. There are different things that can help people overcome this effect and increase the chances somebody will grab the portable defibrillator and help that person for example.
We all tend to walk around in a fog, or at the very least, we always have our faces stuck to our electronic devices. One of the main reasons people fail to offer aid in an emergency situation is because they don't notice that anything is wrong until it is too late. If you remain observant, you will see a need to help and are more likely to offer assistance.
Don’t Rely on Others
Just because there are others around when a crisis happens doesn't mean somebody else will deal with the situation. You should never assume others will jump in and help. In fact, it is likely that when you react to an emergency, others will follow.

For the latter to be true, you have to react when someone helps out in an emergency and not just watch. Be active in these types of situations.
Know What to Do
Those who have been trained or have some basic knowledge about CPR or AEDs are far more likely to help in the event of an emergency. Taking first aid classes increases the chances that you will help.
Do What Feels Right
People want to feel good about themselves and one way to accomplish this is by helping others, especially during an emergency. When you help, you will tend to have a sunnier disposition. And it has been proved that people who feel good about themselves are more likely to offer help than those who are having a bad day.
